Election of governors and proposed rule change voting result

Message from outgoing Class Chairman, Gary Gilbert:
426 ballots were emailed out on November 1 and notices were posted with links to the ballot on the class website and Facebook page. Reminder emails to those who had not voted were sent on November 20 and December 1. The voting period closed as of December 10 and the votes have been verified and tallied in the class office. 276 valid ballots were returned.
The top ten vote recipients for election to the IGC were:

I would like to congratulate each of the above on their election as a Class Governor for the next two years. I would also like to take this opportunity to thank the nine candidates who were nominated but who were unsuccessful in what was a very close ballot. I would also like to acknowledge the contributions made by outgoing governors Shannon Bush, Dirk Kneulman, Jon McClean, Peter McNeill, and Noel Paterson.
As our association rules outline, it is now time for the Australian and US associations to appoint an additional two members each to bring the total voting membership of the IGC to 14. Once the final 14 have been determined, the election of the new Chairman and other office bearers will need to take place.
The results of the two proposed rules changes, which required the support of two-thirds of the members who voted, are as follows:
1) Proposed addition to the International Etchells Class One Design Rule C.10.3(e) SAILS – ACQUISITION AND REGISTRATION
Current Rule: Each boat may acquire in each calendar year, in any manner a total of 6 sails of any combination of type (mainsail, headsail or spinnaker).
Proposed Rule: Each boat may acquire in each calendar year, in any manner a total of 6 sails of any combination of type (mainsail, headsail or spinnaker) However, a newly constructed boat may acquire a total of 9 sails of any combination.
FOR: 137 AGAINST: 128 ABSTAIN: 11 As this vote did not achieve an approval of at least 2/3, it DOES NOT PASS.
2) Proposed addition to the International Etchells Class One Design Rule E.3.5(b)(iii) KEEL – MATERIALS
Current Rule: The keel may be covered with polyester resin
Proposed Rule: The keel may be covered with polyester or vinylester resin.
FOR: 230 AGAINST: 37 ABSTAIN: 9 As this vote did achieve an approval of at least 2/3, it is APPROVED. The next step is for this to go to the Technical Committee of World Sailing for review and approval. Note that this will not become part of the Class Rules until approval from World Sailing is granted. Sherri Campbell and Bill Abbott will move forward with this action.
Lastly, would like to thank Sherri Campbell for her continuing support of the Etchells Class and me personally as Chairman of the International Etchells Class. It has truly been my immense honor to serve this extraordinary Class and its exceptional sailors.
