Etchells Class measurement inquiry protocol

Protocol for submission of a class interpretation:
1. Any question by an Active Member in relation to measurement of a boat, its equipment, and/or sails may be given in writing to a Fleet Captain who may then address this question to the Chairman of the ODTC and the Class Measurer [c/- email Executive Secretary];
2. Within 35 days of receiving such written question the Chairman of the ODTC and the Class Measurer shall either:
a. advise the questioner in writing of the applicable rule(s) that the question is answered by (question and answer to be published if reasonably practicable on the international Class website); or
b. refer the question to the IGC with a recommendation in the form of a written interpretation answering the question; or
c. refer the question to the IGC with a recommendation that the Class rules be amended by inclusion of a new rule or amendment of an existing rule to address the question.
3. Within a further 21 days of receiving the 2.b. recommendation, the IGC will vote to accept the written interpretation of the recommendation.
4. If the IGC accepts the joint recommendation from the Chairman of the ODTC and the Class Measurer, this said recommendation will become a binding interpretation to be applied in the context of the applicable Class Rule(s) and must immediately be complied with.
5. This said binding interpretation (as per 4. above) will immediately be published on the international Class website and all boats shall comply with this binding interpretation.
6. Within a further 21 days of receiving the 2.c. recommendation, the IGC will vote to accept the proposed new rule or amendment of an existing rule, and shall accordingly seek its approval at the next class AGM (or Special General Meeting).
7. If the IGC does not accept the recommendation of either 2.b. or 2.c. from the Chairman of the ODTC and the Class Measurer, the question will be referred back to the Chairman of the ODTC and the Class Measurer for further consideration and the foregoing steps and timeframes will apply.
